Approved Establishment

An approved establishment is a premises or operating site that the competent authority has authorised for defined food activities. The legal term, procedure and scope vary, but animal-origin processing commonly attracts more formal approval than ordinary notification or registration because the authority must assess the premises, activities and controls against the governing hygiene and inspection rules.

Approval must be distinguished from registration. Registration may notify the authority that a food business or premises exists. Approval generally applies where the law requires prior authorisation for specified higher-control activities. Product registration, an operational permit, recognition, licensing, a certificate of acceptability and an export listing can be separate statuses again. The Codex records them independently rather than treating them as synonyms.

The scope of approval matters. It may identify the establishment, address, operator, species, product classes, activities, production areas, market route and official number. A site approved for cutting or cold storage is not automatically approved for slaughter, fermented meat manufacture, canning or export to every market. Conditions can also attach to particular rooms, equipment, capacities or control programmes.

Authorities may grant conditional, provisional or temporary approval while specified deficiencies are corrected. That status should record its conditions, permitted activities, follow-up inspection, expiry and route to full approval. It is not equivalent to unrestricted approval, and it can be suspended, narrowed or withdrawn.

Official identification or health marks can connect food with an approved establishment and support traceability. The mark and the underlying approval remain separate legal facts. An export list can add destination-market eligibility, while religious or quality certification can add another conformity layer. None should be collapsed into a single “approved” label.

Approval is continuing rather than permanent in the practical sense. The operator must maintain premises, hygiene, process controls, records and cooperation with official controls. Material changes to ownership, layout, activities or product scope may require notification or renewed assessment. Public registers are time-sensitive and should be checked close to the date of use.

The evidentiary limit is essential: establishment approval proves only the authority’s stated premises and activity status for the relevant period and market. It does not validate every formulation, heat treatment, fermentation, drying endpoint, shelf life or batch. Product and process safety still require applicable law, HACCP or preventive controls, scientific support, verification and correct execution.

For the Codex, every establishment-status claim should identify the jurisdiction, authority, status type, approved activities, product or market scope, official number or register where relevant, conditions and access date. Home, retail, small-scale and industrial pathways remain separate, even when they use similar equipment or recipes.
