Public and intergovernmental bodies that develop scientific advice, measurement standards, food codes, risk assessments or technical guidance relevant to meat preservation.
Standards bodies, scientific committees, metrology institutes, public-health agencies and regulators have different powers and evidence functions.
International food standards draw on scientific advice and support harmonisation, but national adoption and legal effect vary.

Guidelines, opinions and codes may be highly authoritative without being statutes. Their scope and intended user determine application.

Cite the exact publication and preserve issuing-body context. Avoid vague appeals to authorities or combining different organisations into one voice.
